If by that you mean that deep-down they have a somewhat guilty conscience, then yes, I agree. That somewhat submerged guilt can be twisted into a moral confusion that allows them to pretend to be doing good while actually doing great evil.

I don't believe sociopaths are capable of feeling guilt.
